Our Mission
As recorded in the Certificate of Incorporation, the mission statement of this Council identifies the following goals: – to reduce the extent of alcohol and other drug abuse in the Finger Lakes; – to reduce the future incidence of alcoholism and other drug dependence; – and to minimize the harm experienced in society due to the consequences of abuse and dependence. In 2005, the Council received an OASAS grant to add Gambling Prevention Services into the spectrum of services offered.
Billie has been working with the council since 2006 and has been working in the human services field since 2002. Billie received her Associate’s Degree in Criminal Justice from MVCC and her Bachelor’s degree from Marist College in Public Administration, Communications, and Human Services.
In December 2009, Billie graduated from Walden University with her Master’s degree in Psychology; and is currently working toward her Master’s Degree in Social Work at Utica University.
Billie holds her Credentialed Prevention Professional with a specialty in gambling prevention (C.P.P.g) and oversees the prevention programming in our 5-county region of the Finger Lakes.

Patricia Green
Patricia "Trish" Green received her degree in psychology from the University of Central Florida in 2017 and her Master's from Capella University in Marriage, Couples & Family Therapy in 2020. She is currently a member of the American Counseling Association. She is an Army Veteran. Formerly, Trish was a Substance Abuse Clinical Counselor in the Denver court system. She currently works for Advanced Behavioral Care Solutions part time. She started with CAAFL in 2024, as the SBIRT position for Ontario and Yates Counties before moving to the Seneca County Community Educator position. She is a mother to five amazing children.
Sara Kirkham
HR/Finance Coordinator
Responsible for all HR functions of the company, accounts payable/ receivable and all financial day-to day operations.
